OUR ULTIMATE GOAL
A truly independent inquiry
We are gathering signatures to demonstrate public support for an independent inquiry whose terms of reference cover England, Wales, Scotland and Northern Ireland. It should examine local authorities and the relevant public bodies responsible for children’s social care within each nation’s different system.
The inquiry should investigate whether the concerns set out on our Campaigns page reveal recurring or systemic failures. It must follow the evidence, hear different perspectives and publish its findings openly. Calling for an inquiry does not presume that every reported concern is proven or that wrongdoing occurred in every case.
What we want the inquiry to do
Hear the people affected
Take evidence from children and young people, parents, wider families, foster and kinship carers, care-experienced adults, advocates, whistleblowers, practitioners and independent experts.
Test systemic concerns
Examine record accuracy, evidence standards, safeguarding thresholds, early help, disability and poverty, complaints, information rights, placements, court evidence and institutional defensiveness.
Deliver accountable reform
Publish evidence-based findings, identify recurring patterns, recommend practical reforms and require responsible governments and public bodies to respond transparently.
